Fraser Public Advisory Group
Terms of Reference

Membership

Teal has invited specific members of local communities (or groups) to participate who were identified as potentially having interests in the management of the DFA. Ideally membership will include a diverse group of local interested parties, including representation for a range of interests, including but not limited to the following sectors:

 

  • Local government
  • Local business
  • Local Residents (the Public)
  • Tourism/ Recreation
  • Wildlife/ Fisheries
  • Environment
  • First Nations
  • Labour Force

Interested Parties that are unable to participate are provided an opportunity to participate via written or verbal comments, the Teal website (www.tealjones.com), attendance as guest speakers or other means as required.

Membership Selection
Original members were selected based on the following criteria:

  • Mandate (e.g., interests or positions expressed by the person or group)
  • Person or Group's Affiliation with DFA
  • Person's History with the Group they are representing (e.g., position in the group, length of membership, etc.)
  • Scope of Interest (e.g., international, national, regional, local, specific forest resource values, how SFMP will potentially impact person or group, etc.)
  • History (e.g., describes the person or group in terms of their social, cultural or economic profile, any past experiences with similar groups, etc.)
  • Potential Constraints to Participation (e.g., scheduling constraints, special needs or requirements for participation, etc.)

Potential future members will be evaluated under the same criteria, and general agreement by existing Fraser PAG members.

Departing members may recommend replacement members.

If a member misses two consecutive meetings, without prior notice, the member will be considered inactive.

Membership will be evaluated on a regular basis, at a minimum annually. Interested parties representing new sectors will be invited to join as the need arises.

Roles & Responsibilities of Fraser PAG Members
The Teal-Jones Group roles & responsibilities include, but are not limited to:

  • Providing appropriate resources for Fraser PAG meetings, including facilities, human resources to organize meetings, record meeting minutes, facilitator, etc. as required
  • Providing information regarding the DFA, Sustainable Forest Management, the CSA SFM standard and any other relevant information to all Fraser PAG members in a format that is readily accessible
  • Reviewing and consideration of input and recommendations provided by Fraser PAG members and other interested parties in forest management planning and clarifying their decisions to incorporate recommendations (or not)
  • Report to the Fraser PAG and other interested parties on how recommendations are addressed in forest management planning, including any relevant compromises
  • Providing meeting minutes for each meeting, detailing topics discussed, positions stated by each member, any decisions made and how decisions were made
  • Providing meeting agendas for each upcoming meeting
  • Regularly solicitation of local communities to fill the Fraser PAG membership with interested parties

Active Members roles & responsibilities include, but are not limited to:

  • Voluntary, regular attendance at meetings where values relevant to the member (or group that the member represents) will be discussed
  • Notification where a member cannot attend a meeting and providing an alternate representative where the member is not able to attend a meeting (the member is responsible to provide alternates with relevant background information in order for them to participate effectively)
  • Making efforts to educating themselves (and their group) regarding SFM and other forest values or interests
  • Sharing relevant background information and knowledge to educate other members regarding member's (or the group the member represents') positions on forest resource values and objectives
  • Providing input, as desired by the member (or group the member represents) in the development and maintenance of the SFM plan for the DFA
  • Provide input to decision-making process to provide recommendations to Teal regarding forest management planning

Observer and Guest Status PAG Attendees:

  • Any member of the public is welcome to attend PAG meetings.
  • No observer or guest is to take part in the PAG discussions unless:
    a) They are placed on the Fraser PAG Formal Agenda at least 2 calendar
    days in advance of the meeting, or
    b) They have received the permission of the PAG and are recognized by
    the Chair, or
    c) They speak during a designated time, set out in the Agenda, for
    observers to speak
  • Only Active Members may vote at a PAG meeting.
  • Guest status must be requested a minimum of 2 calendar days before the scheduled Fraser PAG meeting and will be approved or rejected at the discretion of the Facilitator.

Facilitator roles & responsibilities include, but are not limited to:

  • Ensure that meetings run along the dictated timeframe
  • Ensure that meetings focus on agenda topics
  • Ensure that all members have an equal opportunity to participate in discussions
  • Ensure meetings follow the Fraser PAG Terms of Reference
  • Providing support in summarizing and clarifying issues, recommendations, etc.
  • Providing support in resolving disputes

Alternatively a chairperson, who is an active participant within the group, may fulfill the role of facilitator, as determined by the Fraser PAG.

Observers roles & responsibilities include, but are not limited to:

  • participating in discussions or making presentations only with agreement by Fraser PAG and Teal

Guest Speakers roles & responsibilities include, but are not limited to:

  • Providing technical experience or opinions on relevant subjects, as requested by Fraser PAG

Conflict of interest
A conflict of interest is defined as "a conflict between a personal interest or obligation and
a public interest or obligation". Members must declare a possible or perceived conflict of interest around any issue. Fraser PAG membership will determine if the conflict of interest is real and if that member who has a conflict should refrain from voting on the issue.
